How do you listen to live dispatch?
First, you will need a media player capable of playing Windows Media files. Windows Media Player, which most people have, will work, but any player capable of playing Windows Media files, specifically .wax files will work as well.

Next, make sure you are connected to the internet, and click the above link. That is all there is to it. Your default player for Windows Media files (.wax) will open, start buffering the audio, and will start playing once buffering has completed.
